I just found some logs from 2003 by a balance team of players. Some of the things they voted on were terribly interesting, so I'm posting one of them now. I've avoided replaying the discussion as at least some of the players who voted on them originally still exist and play, and have paraphrased rather than repeated the original vote. If this discussion goes well I'll be putting more old votes up as topics later, so please discuss!
Armour Bypass chance
Currently there is no way to hurt an individual with impregnable armour in basic combat. There are plenty of ways to kill them still, of course, but you can't crit through their armour or really deal any damage. This system would allow some measure of armour bypass such that random "lucky" (not to be confused with the racial special) hits could ignore some or all of the armour.
Originally there were numbers given, but I think we're all aware at this point that I'm no fan of posting numbers as they're obviously subject to change through testing. Suffice to say two differing ideas were that some percentage of the armour "damage soak" would be ignored, or that the armour's "damage soak" would be commuted from a static number amount to a percentage. Either or both could wind up in play in the end. The real question is:
Should there be the chance of bypassing armour through lucky shots?
